Age is a clue, not a switch
An architectural shingle can be tired at 18 years in shade or fine past 25 in the open. Look at granules, curl, and exposed mat. Do not replace a sound roof because a neighbor did.
Layers and leaks
A second layer with a new leak at one boot is still a repair candidate. A second layer with leaks in more than one place, or decking that is soft, is a replacement. Write the layer count you counted.

Photograph the slopes and the attic stains. Then use the repair-versus-replacement guide’s questions. A New Providence address does not change the physics. It does change who permits the job: the borough.
